Kuwait’s Ministry of Interior has introduced a new fee structure affecting expatriates, setting a charge of 150 Kuwaiti dinars for converting a visit visa into a regular residency permit under updated immigration regulations.

The decision was officially published in the Kuwait Alyawm official gazette on Sunday, August 2, 2026, under Ministerial Resolution No. 1091 of 2026, which amends provisions of Resolution No. 2249 of 2025 concerning the executive regulations of the Foreigners Residency Law.

According to Article One of the amendment, a new clause numbered (4) has been added to paragraph nine of Article 39, clearly specifying the fee applicable to this visa conversion service in line with Article 16 of the executive regulations.

Importantly, the regulation provides an exemption for domestic workers and similar categories, ensuring they are not subject to the 150 KWD fee, as outlined in Article 20 of the same decision.

Article Two mandates all relevant authorities to implement the decision within their respective jurisdictions, confirming that the regulation comes into force immediately from the date of its publication in the official gazette.
