A New Education Workforce Plan
Kuwait’s Minister of Education, Eng. Sayed Jalal Al-Tabtabaei, has directed the relevant sectors to begin implementing a gradual plan to address staffing surpluses in several teaching specialties and improve human and financial resource management.

Teaching Workforce Figures

The Ministry of Education said Kuwait’s teaching workforce totals approximately 91,761 teachers, excluding supervisory positions. Kuwaiti nationals account for around 70.6% of the total teaching workforce.

Gulf teachers and individuals classified as illegal residents represent approximately 10.1%, while teachers from Arab and other nationalities account for around 19.3%.

Surplus of More Than 33,000 Teachers

The ministry’s study identified an actual surplus of approximately 33,268 teachers across different categories, particularly in specialties where staffing levels exceed actual educational requirements.

First Phase Targets 7,019 Teachers

The first phase involves terminating the services of approximately 7,019 contracted teachers from Arab and other nationalities in specialties where the data confirmed a staffing surplus.

Notifications Through «Sahel»

The relevant sectors have begun the required procedures. Teachers affected by the termination decisions will be notified through Kuwait’s government «Sahel» application, in accordance with approved administrative and legal regulations.

Employment Rights and Financial Savings

The ministry said the measures will be implemented while safeguarding the employment rights of those affected and aligning staffing levels with the actual needs of schools and educational specialties.

The first phase is expected to generate estimated annual savings of approximately KWD 42 million from salaries alone, according to Kuwait’s Ministry of Education.
