The Kuwait Ministry of Education has issued a new ministerial decision aimed at organizing the administrative and financial procedures related to educational services and creating clearer rules for student and parent transactions.

Under the decision issued by Education Minister Eng. Sayed Jalal Al-Tabtabaei, parents must provide an approved financial clearance certificate before academic certificates, official documents and school records can be issued or delivered.

The requirement applies to public and private schools across different stages of general education. It also covers procedures for transferring students and their academic files from one school to another.

The ministry stated that the financial clearance must confirm that the parent or guardian has no outstanding financial claims or obligations, including unpaid tuition fees.

The relevant department at each school will issue the clearance electronically or in paper form, after checking the parent’s account and confirming that no outstanding amounts remain.

The ministry stressed that applications for academic certificates, official documents or student transfers cannot be completed while financial obligations remain unsettled.

Parents must settle all outstanding amounts and submit an approved financial clearance certificate before the relevant educational procedures can be finalized.

The decision takes effect from the date of issuance and cancels any previous decisions or circulars that conflict with its provisions. Relevant authorities are responsible for implementing the decision
