Kuwait’s Ministry of Interior has clarified the rules governing how long expatriate residents may remain outside the country following the conclusion of exceptional arrangements previously introduced for visit visas and absence permits.
In an announcement issued on August 20, 2026, the ministry confirmed that normal statutory procedures would resume on September 1, 2026, ending temporary measures introduced during disruptions that affected international travel and residents’ ability to return.
The return to standard procedures included the termination of automatic extensions for different categories of visit visas held by people inside Kuwait, with the usual conditions and permitted durations becoming applicable again.
For expatriate residents outside Kuwait, the ministry reinstated the normal rules governing absence permits. However, residents who departed Kuwait on or before August 31, 2026, remain eligible for the previously granted additional exceptional period, subject to the applicable regulations.
The ministry emphasized that the residence permit certificate available through the government’s unified Sahel application is the official approved reference for determining the expiry date of an absence permit.
Under the general residence regulations, foreign residents are not ordinarily permitted to remain outside Kuwait for more than six months without authorization. Certain categories are exempt, including qualifying children of Kuwaiti women, property owners, eligible investors and residents covered by Article 7 bis, subject to the relevant legal conditions.
The Ministry of Interior also provides a service allowing eligible residents to apply for permission to remain abroad for longer than six months, provided their residence permits remain valid and the applicable requirements are satisfied.
According to Kuwait’s official government portal, the documents required for an extended absence permit may include an application signed by the sponsor, a recent educational certificate or an appropriately authenticated medical report, depending on the circumstances, and two personal photographs with a blue background.
Applications are processed through the relevant residence affairs authorities. Residents expecting to exceed the permitted absence period should therefore review the procedures applicable to their residence category before their authorization expires.
It is important to distinguish between the validity of a residence permit and the maximum permitted absence from Kuwait. A valid residence permit does not automatically exempt its holder from absence restrictions, and special exemptions do not apply to every resident.
The ministry has urged residents to comply with the Foreigners’ Residence Law and its implementing regulations, while relying on official Ministry of Interior services and the Sahel application to verify their individual deadlines.
Residents planning international travel, as well as those already abroad, are advised to confirm their permitted absence period and any applicable exemptions before making return arrangements, helping avoid potential immigration complications.
