Kuwait’s Public Authority for Civil Information has outlined the procedures for civil ID registration and re-registration for specific categories of expatriate residents, including the required documents, applicable fees and deadlines for avoiding financial penalties.
According to PACI’s official service guide, the registration and re-registration service covers residence permit holders under Articles 17, 18, 19, 23 and 24, enabling eligible applicants to obtain a new civil identification card.
The authority provides access to the service through its official electronic services portal and the government’s unified Sahel application, allowing applicants to submit the relevant information through approved digital channels.
PACI lists a service fee of KD 5, payable electronically through its website or Sahel. Kuwait’s government portal also identifies an additional charge of 50 fils per text message where applicable.
The authority warns that late registration can result in a financial penalty of KD 20 when an applicant exceeds the prescribed deadline. The penalty can be paid online through PACI’s official website.
According to the authority’s service page, residents under Articles 17, 23 and 24 are allowed 30 days from the issuance of their residence permit to complete registration, while the same page specifies 60 days from the issuance of the work permit for Articles 18 and 19.
Applicants should verify the deadline applicable to their particular residence category, especially where the issuance date of a residence permit or work authorization affects the calculation.
The required documents include a valid passport, a copy of the passport expiry page if it appears separately, a recent compliant personal photograph and a tenancy agreement in the applicant’s or sponsor’s name.
Depending on the housing arrangements, additional documents may include the property’s title deed, a residence extract issued by the Ministry of Interior and blood group information where available.
For investment housing, PACI may also require supporting property documents, signature authorization or verification, and other records necessary to establish the applicant’s registered residential address.
The authority emphasizes that uploaded documents and personal photographs must be clear and meet the published requirements to support the proper processing of registration applications.
Residents covered by the listed residence articles are encouraged to complete their civil ID procedures promptly after obtaining the relevant immigration or work authorization documents, rather than risking a missed deadline.
These requirements are part of PACI’s published service procedures and should not be interpreted as a newly introduced penalty or a new government decision issued today.
