The initiative forms part of the UAE Green Residency system, which provides qualifying individuals with a renewable five-year residence permit and greater flexibility to pursue independent professional activities.
Applicants must meet specific requirements concerning professional authorization, educational qualifications, financial capacity, and supporting documentation before their applications can be approved.
According to the official service guidelines, applicants must obtain a freelance or self-employment permit issued by the UAE Ministry of Human Resources and Emiratisation.
They must also hold at least a bachelor’s degree, a specialized diploma, or an equivalent qualification, and provide a passport that remains valid for at least six months.
The residence application may be submitted by eligible individuals who are either inside or outside the UAE, subject to the required approvals and procedures.
The financial eligibility conditions are particularly important for freelancers and self-employed professionals seeking this residency option.
Applicants must demonstrate annual income from self-employment of at least AED 360,000 during the previous two years, or provide acceptable evidence of financial solvency throughout their intended residence in the country.
Meeting the educational qualification requirement alone does not guarantee approval, as the relevant authorities assess each application against the applicable eligibility criteria.
Regarding government charges, the Dubai authority lists a basic residence permit issuance fee of AED 200, together with an AED 10 knowledge fee, an AED 10 innovation fee, and an AED 20 delivery charge.
An additional AED 500 fee applies to applications processed from within the country, while the issuance fee increases by AED 100 for each year beyond the initial two-year period under the published fee structure.
These amounts should not be interpreted as the complete cost of obtaining residency, since additional charges may apply for entry permits, medical examinations, Emirates ID issuance, or other related procedures depending on individual circumstances.
Applications can be submitted through the official Dubai residency website or smart application by signing in, selecting the appropriate service, completing the required information, and paying the applicable charges.
Eligible applicants may also use authorized Amer centers or government customer service centers, with the authority indicating an expected processing time of approximately 48 hours once the relevant requirements have been satisfied.
The Green Residency system also allows eligible holders to sponsor family members under approved conditions and provides a grace period of up to 180 days following residence expiry or cancellation, according to the official service guide.
Applicants who already hold UAE residency are advised to review the official procedures carefully before cancelling their existing status or applying for a different residence category.
