The new services were officially inaugurated on Wednesday, November 4, 2026, under the patronage of Minister of Interior Prince Abdulaziz bin Saud bin Naif bin Abdulaziz.
Director of Public Security Lieutenant General Mohammed bin Abdullah Al-Bassami launched the services during an event held at the Public Security headquarters in Riyadh.
The newly introduced services cover both Absher Individuals and Absher Business, expanding the range of transactions that eligible users can complete through the Ministry of Interior’s digital platforms.
Among the services introduced for individuals is the ability to print driving licenses through Absher, subject to the applicable procedures and requirements established by the competent authorities.
The ministry also launched a service allowing eligible residents to replace a previously issued Saudi driving license, providing an additional electronic option for expatriates who meet the relevant conditions.
Importantly, this particular service concerns the replacement of a resident’s previous Saudi driving license and should not be confused with an unrestricted exchange programme for all foreign driving licenses.
Another newly launched service allows individuals to participate in auctions for motorcycle license plates through the individual auction system available on Absher.
The platform has also expanded its air rifle licensing services, including the issuance and renewal of licenses, transfers of ownership, replacement of damaged or lost licenses and license printing.
These procedures remain subject to the applicable laws, licensing requirements and regulatory controls governing the relevant activities.
For business establishments, the Ministry of Interior introduced several additional services through Absher Business, including accident notifications and vehicle license plate replacement services for establishments.
The new business features also include registration-related services for used vehicle licenses, helping eligible establishments complete certain vehicle procedures through official electronic channels.
Businesses can also benefit from a service allowing the transfer of used vehicle ownership to a main establishment, together with the ability to print vehicle registration licenses following the completion of the ownership transfer.
The newly inaugurated package additionally includes a permit service for holding fireworks displays, enabling eligible applicants to complete the relevant authorization procedures through Absher Business.
The availability of this service does not mean fireworks displays can be organized without the required permits or compliance with applicable regulations.
The Ministry of Interior stated that the launch forms part of its continuing efforts to promote digital transformation and improve the quality and accessibility of government services.
Officials emphasized that automated services help reduce the time and effort required to complete official transactions, while limiting the need for in-person visits to government departments.
The ministry also highlighted the importance of improving the experience of citizens, residents and visitors by introducing additional services through established digital channels.
Users should distinguish between services intended for individuals and those available exclusively to eligible business establishments, as the applicable requirements may differ depending on the transaction.
Saudi citizens and residents can consult Absher Individuals, while authorized business representatives can access Absher Business to review the services available to their accounts and the conditions for submitting applications.
The latest launch represents another step in Saudi Arabia’s efforts to expand digital government services and simplify administrative procedures involving driving licenses, vehicles, licensing and public security transactions.
