Saudi Arabia has announced a new phase in its real estate registration system, with the General Real Estate Authority and Ministry of Justice limiting real estate transactions in Dammam, Khobar, Dhahran, Qatif and Hail to the Real Estate Registry after completing in-kind property registration within the urban boundaries of these cities.

The new procedures cover key real estate services, including ownership transfers, subdivision, separation and merger of properties, as well as the initial in-kind registration of paper deeds. Mortgage services and the management of property rights, restrictions and obligations are also included.

The authorities confirmed that the transition is being implemented in an organized manner to maintain service continuity and ensure that beneficiaries are not adversely affected. The move also aims to preserve the reliability and accuracy of real estate records and data.

Saudi Arabia will gradually extend the Real Estate Registry system to additional cities, with further announcements expected as each city reaches the required level of readiness and completes its in-kind registration requirements.

The expansion forms part of Saudi Arabia’s broader efforts to complete its real estate registration framework and enhance digital services. The system is expected to improve the efficiency of property procedures while strengthening the quality and reliability of real estate data.
