Kuwait’s Civil Service Commission has outlined a framework governing employment arrangements for specified categories of individuals whose Kuwaiti citizenship has been revoked. The measures establish how government entities should enter into expertise-based service contracts, calculate monthly compensation and apply contractual provisions relating to leave, termination and end-of-service entitlements.
According to details reported on October 22 and 23, 2026, the commission communicated the arrangements to government bodies in implementation of Cabinet Resolution No. 1188, adopted at a meeting held on September 16, 2026. The decision concerns categories affected by citizenship revocation under Article 13, Paragraph 4, of Kuwait’s nationality legislation, as described in the published circular.
The four categories identified in the reporting relate to Article Eight cases, individuals associated with distinguished services, the 1965 census category and children of Kuwaiti women. The arrangements also address individuals who acquired nationality by dependency within the specified cases. For children of Kuwaiti women and those who acquired nationality through dependency, contracts are to begin on the day following citizenship revocation. For the other covered categories, contract renewals take effect on the day after existing agreements expire.
Monthly compensation will be determined using the employee’s most recent comprehensive salary before the new contract is concluded. However, allowances, bonuses and other financial additions that are not directly connected to salary must be excluded from the calculation. Consequently, the framework should not be interpreted as an unconditional guarantee that every previously received payment will continue unchanged.
The standard contract also sets out rules for ending the employment arrangement. Either party may terminate the agreement during its validity without providing a reason, provided the other party receives at least one month’s advance notice. Government entities may terminate the contract without that notice where the contracted individual breaches obligations specified in the agreement.
Regarding employment benefits, the contract provides for the applicable categories of leave and allows a cash payment for eligible unused periodic leave when service ends. It expressly excludes an entitlement to an end-of-service gratuity or additional benefits upon termination of the agreement, regardless of the reason for its conclusion.
These provisions are relevant to government departments responsible for implementing the arrangements and to individuals covered by the Cabinet decision. Importantly, the framework should not be presented as applying automatically to everyone whose Kuwaiti nationality has been revoked. Eligibility depends on the particular categories and conditions identified in the relevant resolution and circular. Affected individuals should seek confirmation of their specific contractual status from the responsible government authority.
