Kuwait’s Public Authority for Housing Welfare has introduced a new electronic service through the unified government application Sahel, allowing eligible homeowners to submit demolition and reconstruction applications without visiting a government office to begin the process.
The service was announced on Thursday, October 15, 2026, as part of the authority’s ongoing efforts to simplify housing-related procedures and improve access to digital government services.
According to the announcement, the service is intended for owners of government houses whose property documents remain mortgaged in favor of the Public Authority for Housing Welfare.
Eligible applicants can request permission to demolish their homes, either entirely or partially, and rebuild them, subject to the authority’s review and approval procedures.
To access the service, applicants must open the Sahel application and select the government services section from the main interface.
They should then choose the Public Authority for Housing Welfare, navigate to Distribution and Documentation Services, and select the service for demolition and reconstruction of a government house.
Applicants must complete the required information, provide any relevant additional notes, and upload an image of the house ownership document before submitting the request electronically.
Once the application has been successfully submitted, the applicant receives a notification through Sahel confirming that the request has been received and forwarded to the relevant department for examination.
The application also allows users to follow the status of their requests and receive updates as the transaction progresses through the review process.
After the competent authority approves the application, the homeowner receives another notification confirming that the demolition and reconstruction request has been accepted.
The applicant must then visit the Real Estate Registration Department at a branch of the Public Authority for Housing Welfare after two working days to complete the required debt acknowledgment procedure.
This means that the newly introduced digital service reduces the need for in-person visits during the application and monitoring stages but does not eliminate every physical requirement.
The authority’s announcement does not indicate that submitting an application automatically grants permission to begin demolition or reconstruction work.
Applications remain subject to examination, approval, and the applicable legal and administrative conditions governing mortgaged government housing.
It is also important to clarify that the service is not a general demolition permit system for all residential properties in Kuwait. Its scope is limited to the specific category of government houses covered by the authority’s announcement.
No new application fee or guaranteed processing period was specified in the published announcement, so applicants should rely on official notifications for information about their individual cases.
The new service forms part of Kuwait’s broader digital transformation efforts, which aim to reduce administrative burdens, improve government efficiency, and make essential public services more accessible to eligible citizens.
