The UAE Ministry of Human Resources and Emiratisation (MoHRE), in cooperation with the Ministry of Education, provides a Private Teacher Work Permit that enables eligible individuals to offer private tutoring services legally. The initiative establishes a regulated framework for educational support delivered to individual students and groups.
According to the UAE Government’s official portal, the permit is issued free of charge and remains valid for two years. It can be renewed subject to the applicable conditions, allowing qualified applicants to provide private lessons after receiving the necessary authorisation.
Eligible applicants include teachers registered at public and private schools, employees in government and private-sector organisations, unemployed individuals, university students and school students between the ages of 15 and 18. Each group must meet the relevant conditions before the application can be approved.
Ministerial Resolution No. 710 of 2023 provides that government and private-sector employees generally require approval from their employers, while holders of part-time work permits are exempt from this requirement. Unemployed applicants must provide a police clearance certificate and a medical fitness certificate in accordance with the stated rules.
Supporting documents depend on the applicant’s category and may include a signed declaration, an employer’s no-objection certificate, parental consent for eligible school students and evidence of current enrolment. Applicants should therefore select the correct category and follow the document checklist displayed by the official service.
MoHRE’s published service card indicates an estimated processing period of one to five working days. The outcome is communicated through the ministry’s procedures, subject to verification of the submitted information and the completion of any necessary checks.
The ministry’s official frequently asked questions confirm that a single permit covers both in-person and online tutoring, without requiring separate licences for each method. The same guidance states that there is no fixed maximum number of students that a permit holder may teach, although other applicable regulations must still be observed.
Applications are available through MoHRE’s website, mobile application and approved digital service channels. Applicants select the Private Teacher Work Permit service, enter their details, upload the documents required for their category and submit the request for review.
Where an application is rejected, the published service guidance states that applicants may submit a new request after six months. Those seeking clarification or assistance can use the ministry’s support channels and contact centre.
The UAE Government’s official portal warns that offering private tutoring without the required permit can result in fines and penalties under applicable laws. Anyone intending to provide paid lessons should therefore obtain the relevant authorisation before beginning the activity.
This permit should not be confused with the professional teaching licence required for employment in a school or with a standard work permit for employment at a company. Each authorisation serves a different purpose and is subject to its own regulatory requirements.
The private tutoring permit was introduced in December 2023 and is an existing government service rather than a new announcement made today. Applicants should consult MoHRE’s official channels for current requirements or call 80060 within the UAE for further information.
