The clarification was published through an awareness video explaining how flashing green and red traffic signals work and how motorists should respond when approaching intersections equipped with the warning feature.

According to the Traffic Department, the system provides drivers with a five-second warning before the traffic signal changes, allowing additional time to prepare for stopping or proceeding safely.

Authorities explained that a flashing green light indicates that the signal is preparing to change to yellow and subsequently red, giving motorists an opportunity to slow down gradually and prepare to stop.

Drivers are advised to avoid braking suddenly when they notice the green light flashing, as abrupt stops can increase the risk of rear-end collisions, particularly when vehicles are travelling close together.

The department emphasized that maintaining a safe distance from the vehicle ahead remains essential when approaching intersections, regardless of whether the advance warning system is operating.

A flashing red light, meanwhile, indicates that the signal is preparing to turn green, allowing motorists to get ready to proceed once the appropriate light appears.

However, drivers must remain stationary while the red light is flashing and must not begin moving until the signal has actually turned green.

The ministry stressed that these flashing signals are advance warnings rather than independent instructions authorizing drivers to stop suddenly or move before the normal traffic light changes.

The five-second warning is intended to help motorists anticipate approaching signal changes, allowing them to respond more calmly and avoid unnecessary reactions that could endanger other road users.

Officials explained that this approach can support safer traffic movement at intersections, particularly during busy periods when sudden stops and unexpected vehicle movements may contribute to collisions.

The warning system may also help drivers make more informed decisions as they approach traffic signals, provided that they continue observing road conditions and applicable traffic regulations.

Importantly, Kuwait’s Ministry of Interior originally announced the activation of the advance warning feature in August 2026, meaning the latest November announcement is a renewed explanation of an existing system rather than a new implementation decision.

The clarification is especially relevant to citizens, expatriate residents and other motorists who regularly travel through Kuwait’s road network and may encounter flashing lights at controlled intersections.

Drivers should remember that a flashing red signal does not authorize immediate movement, while a flashing green signal should not be interpreted as an instruction to apply the brakes aggressively.

Instead, motorists should remain attentive, maintain appropriate vehicle spacing and follow the normal traffic signals while using the advance warning feature to anticipate changes.

The Ministry of Interior has encouraged road users to remain calm when approaching intersections and to follow official traffic guidance to protect themselves and others.

The latest awareness effort reflects Kuwait’s continuing focus on reducing preventable traffic accidents and improving motorists’ understanding of road safety procedures.
