Kuwait has implemented a new ministerial decision concerning fees charged for a specific passport service, with the amendment taking effect on Sunday, October 11, 2026. The measure became enforceable following its publication in the country’s Official Gazette, Kuwait Al-Youm, establishing an updated fee for replacing certain travel documents.

The decision, numbered 1769 of 2026, amends provisions of Ministerial Decision No. 1971/20, which governs fees collected for selected transactions handled by the General Department of Nationality and Kuwaiti Travel Documents. The amendment specifically revises an existing provision rather than introducing an entirely new passport regulatory framework.

Under Article One of the decision, the fee for issuing a replacement for a lost Kuwaiti passport has been set at 100 Kuwaiti dinars. This amount applies to the particular service of obtaining a replacement document when the original Kuwaiti passport has been lost, as specified in the amended provision.

Article Two assigns responsibility for implementing the decision to the Undersecretary of the Ministry of Interior and states that the amendment becomes effective from the date of publication in the Official Gazette. Consequently, the revised fee took effect on October 11, 2026, without an additional implementation delay specified in the published text.

Importantly, the amendment applies specifically to replacements for lost Kuwaiti passports. It does not establish a general KD100 charge for all passport applications or renewals, nor does it impose this fee on foreign passports held by expatriate residents. Travelers and applicants should distinguish this specific transaction from other passport and immigration services.

The decision was originally issued on October 5, 2026, by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al Sabah, before becoming effective through official publication. Individuals requiring a replacement Kuwaiti passport are advised to consult the Ministry of Interior’s official service channels for applicable procedures, supporting documents and current administrative requirements.
