Kuwait government entities are scheduled to return to their previous official working-hour system starting September 1, following the end of the summer working schedule on August 31. The change is based on Civil Service Commission Circular No. 11 of 2026 concerning official working hours during the summer season.
Sources said the end of the summer schedule will mark the return of the regular morning and evening working system, in accordance with the rules and regulations that were in place before the temporary summer reduction was introduced. Morning working hours will return to the previous schedule of seven hours per day.
According to the circular, the summer working system was implemented across government entities from June 1, 2026, through August 31. During this period, official working hours were reduced by one hour from the regular schedule, bringing actual working time to six hours per day, while grace periods and other regulations governing government working hours remained in effect.
The return to the previous system will also include the approved schedules and regulations governing morning and evening shifts. Special working arrangements will continue to apply to government entities and employee categories that operate under different regulations because of the nature of their duties and operational requirements.
Sources confirmed that the previous working system will automatically resume once the period specified in the Civil Service Commission circular expires, unless a new decision or circular is issued to amend working hours or extend the summer schedule. Government working hours will therefore return to the system that was in place before the temporary summer reduction.
