Kuwait’s Ministry of Social Affairs has opened an investigation after a video circulated on social media appearing to show a child being abused at a nursery.

Faisal Al Kandari, the ministry’s acting undersecretary, said the inquiry was launched under instructions from Amthal Al Huwaila, Minister of Social Affairs and Minister of Family and Childhood Affairs.

The relevant ministry department has been directed to call in the child’s guardian and the nursery’s official for questioning, Al Kandari said in a statement on Saturday. The purpose is to establish the circumstances of the incident and determine whether legal responsibility should be assigned.

Al Kandari said the ministry would take any necessary legal measures once the facts had been established. He added that child protection and safety remain a priority, and that violations endangering children’s wellbeing would not be tolerated.

He also reiterated that nurseries must install surveillance cameras in line with a ministry circular. The requirement is intended to improve oversight and support the safety of children while they are under nursery care.
