Kuwait’s Ministry of Interior has outlined the procedures governing private-sector work residency under Article 18 of the executive regulations of the Law on the Residence of Foreigners. These services cover initial residence issuance, renewal, cancellation and eligible sponsorship transfers to other residency categories.
According to Kuwait Government Online, Article 18 includes five principal services: first-time private-sector residence issuance, residence renewal, cancellation, transfer from private-sector employment to government-sector residency under Article 17, and transfer from employment residency to family sponsorship under Article 22.
For first-time work residency, applicants must provide a sponsor-signed residence application, the original employment entry visa, an authenticated criminal record certificate, the required medical clearance, two personal photographs, the sponsor’s valid signature authorization, the employee’s original passport, a work permit and a health insurance certificate.
Renewing an Article 18 residence permit requires seven principal documents. These include the signed application, two photographs with a blue background measuring 4 by 6 centimeters, valid sponsor signature authorization and a copy, the employee’s original passport, a work permit issued by the Public Authority for Manpower, a health insurance certificate and a copy of the authorized representative’s identification.
Residence cancellation has separate documentation requirements, including a signed cancellation application, sponsor signature authorization, the employee’s original passport and Civil ID, and the work permit cancellation document issued by the Public Authority for Manpower. Documents belonging to family members sponsored by the employee may also be required.
Employees transferring from Article 18 private-sector residency to Article 17 government-sector residency must submit a transfer application signed by the previous sponsor and the receiving government entity. Additional requirements include an official government letter indicating the requested residence period and the relevant passport, Civil ID, work permit and health insurance documents.
Transfers from Article 18 to Article 22 family residency are also covered by the official service framework. Applicants must satisfy the applicable family sponsorship conditions and provide evidence of their family relationship, the necessary approvals and the prescribed documents. The government service page also specifies sponsor income documentation, subject to the eligibility rules applicable when the application is submitted.
Applications may be submitted through available residency services on Kuwait’s Sahel government application or in person at the competent department in the relevant governorate. Applicants must prepare the required documents, complete the official application form and pay the applicable fees.
The official government portal displays a fixed fee of KWD 20 on its Article 18 service page. However, the page covers multiple transactions, and applicants should confirm the specific charges applicable to their intended procedure rather than assuming the listed amount represents every possible residency, cancellation or transfer cost.
Expatriate employees and employers are encouraged to verify passport validity, work permit status, health insurance coverage and the documents required for each transaction. Using official government channels helps reduce processing delays and ensures compliance with Kuwait’s residency regulations.
