The document may be required for certain administrative, professional or other official transactions, depending on the requirements of the organization requesting it. The Kingdom’s national government portal allows applicants to submit requests electronically, providing a convenient channel for citizens and expatriate residents to obtain the certificate, although some circumstances still require an in-person visit or additional verification procedures.
According to Bahrain’s official government service directory, the service is available to Bahraini citizens, expatriate residents and foreign nationals who previously lived in the Kingdom. This means that individuals who have left Bahrain may still be able to request a Good Conduct Certificate through the designated online process. The national portal offers a separate application service for foreigners outside Bahrain who previously resided in the country. Applicants should select the appropriate channel for their circumstances, as the documentation and biometric requirements may differ depending on whether they are applying from within Bahrain or from overseas.
The general required documents include a copy of a valid passport, a recent personal photograph against a white background meeting the applicable identity photograph standards, and a letter from the organization requesting the certificate. Additional conditions apply to non-Bahraini applicants, who must provide a copy of their Bahraini identity card and a copy of their residence permit. The official service guidance also requires foreign applicants to have completed at least six consecutive months of residence in the Kingdom. This eligibility condition is particularly important for former expatriate residents considering an application after departure.
Biometric requirements may also apply. Where a person is applying from outside Bahrain and their fingerprints have not previously been registered in the Ministry of Interior’s database, the applicant must provide ten fingerprints and palm prints in accordance with the official instructions. Applications submitted from outside the Kingdom must use Bahrain’s national government portal. The service conditions further explain that if electronically submitted fingerprints are found to be unsuitable, the original fingerprint card may need to be mailed to the competent authority in Bahrain for verification.
To start the application, users access the Good Conduct Certificate Services section of Bahrain’s national portal and select the certificate issuance request. The online service supports access through the standard eKey authentication level, after which applicants complete the relevant information and provide the necessary supporting documents. The submitted application is then subject to the security checks and administrative verification procedures carried out by the responsible Ministry of Interior department. Applicants should confirm that their personal details and the stated purpose of the request are accurate before submitting the transaction.
The government portal also offers a separate service for checking application status, including the ability to view and print a certificate once it has been issued and made available electronically. Another service allows users to verify the validity of a Good Conduct Certificate. However, the Ministry advises that certain application purposes require personal attendance. If the intended purpose does not appear among the available electronic options, applicants should arrange an appointment at an authorized service center of the Directorate of Criminal Information rather than selecting an unrelated purpose merely to proceed.
Bahrain’s official government service information lists a fee of BHD 1 for each certificate copy. It also specifies a processing time of five working days, subject to completion of the relevant requirements and necessary verification. This is the stated service processing period rather than a guarantee that every application will be approved or completed in precisely that time. The service terms make clear that fees are non-refundable regardless of whether an application is accepted or rejected. Applicants should therefore verify their eligibility and documentation before completing payment.
Citizens, expatriate residents and former foreign residents are encouraged to rely exclusively on Bahrain’s official national portal and Ministry of Interior service channels when requesting Good Conduct Certificates. Preparing the requesting organization’s letter, passport copy, identification documents and any required biometric evidence in advance can make the procedure more straightforward. Foreign applicants should pay particular attention to the six-month continuous residence requirement, while those outside Bahrain should review the separate overseas application instructions. Protecting login credentials and personal records is also essential when submitting official documentation through electronic government services.
