Bahrain is preparing to begin implementing its National Health Insurance Programme for Residents on Saturday, October 31, 2026, introducing a significant regulatory development aimed at strengthening healthcare coverage and improving access to medical services for eligible residents across the Kingdom.
The announcement follows the Bahraini Cabinet’s approval on Monday, October 26, of a draft decision concerning the determination and regulation of mandatory health insurance packages for residents. The move forms part of the country’s broader efforts to establish a more efficient, sustainable and clearly regulated healthcare system.
According to the Supreme Council of Health, implementation will take place gradually and will be linked to the issuance or renewal of work permits and residence permits. This phased approach is intended to provide employers and businesses with sufficient time to prepare for the relevant administrative and insurance requirements.
The mandatory basic insurance package is designed to cover primary, secondary, specialist and emergency healthcare services in accordance with approved benefits and regulations. Additional optional insurance packages will also be available for individuals and employers seeking broader healthcare coverage.
The authorities have clarified that the programme does not include Bahraini citizens, domestic workers, residents employed by government entities or their dependants. Existing healthcare arrangements for these categories will remain unchanged under the applicable regulations.
Lieutenant General Dr. Shaikh Mohammed bin Abdullah Al Khalifa, Chairman of the Supreme Council of Health, highlighted the importance of cooperation between government authorities, insurance providers and the private sector to ensure a smooth implementation process.
While the Cabinet has approved the draft decision regulating mandatory insurance packages, the latest announcement did not establish specific new premium amounts or detailed subscription charges. Residents and employers are therefore advised to follow official announcements for confirmed financial obligations and implementation procedures.
