The Abu Dhabi Civil Defence Authority in the United Arab Emirates has issued an important warning to residents, property owners, and building managers regarding the installation of iron barriers on windows. The authority emphasized that certain installations obstructing emergency operations may result in a financial penalty of AED 30,000 under existing safety regulations.
According to reports published on October 13, 2026, the warning specifically concerns iron bars or protective grilles installed on windows above the ground floor when they prevent Civil Defence personnel from accessing buildings or interfere with firefighting and emergency rescue operations.
The authority explained that the violation is covered by Clause 67 of the general violations schedule under UAE Cabinet Resolution No. 24 of 2012, concerning the regulation of Civil Defence services. Therefore, the latest announcement reinforces compliance with an existing legal provision rather than introducing a newly established penalty.
The requirement applies to buildings and facilities covered by the relevant regulations, including existing structures and buildings under construction. It also covers properties constructed using conventional building materials or prefabricated systems, ensuring that emergency access remains available regardless of construction methods.
However, the authority clarified that independent private houses and residential villas are exempt from this specific provision. This distinction is particularly important for residents seeking to understand whether the announced penalty applies to their properties, although other fire safety requirements may still remain applicable.
The safety concern arises because permanently obstructed windows can prevent firefighters from reaching occupants trapped inside buildings during emergencies. Windows may become essential rescue access points when internal corridors, stairways, or other exits are affected by smoke, flames, or structural hazards.
The warning should not be interpreted as a universal prohibition on every type of window security grille. Instead, it addresses installations that close or obstruct windows covered by the regulation and prevent emergency personnel from carrying out their duties effectively.
Building owners, facility managers, and contractors are encouraged to review existing window installations and ensure that protective barriers comply with approved safety requirements. Where uncertainty exists, they should consult the relevant authorities before installing or modifying permanent window protection systems.
The announcement reflects the continued emphasis on public safety, emergency preparedness, and protecting lives and property throughout Abu Dhabi. Maintaining unobstructed access points can help Civil Defence teams respond more efficiently and reduce the risks associated with fires and other emergencies.
