Kuwait’s official gazette Al Kuwait Al Youm has announced the issuance of a new Emiri Decree No 59 of 2026 abolishing Decree No 346 of 2007 which established the Government Performance Monitoring Body marking a significant shift in the country’s administrative reform strategy aimed at enhancing efficiency and modernizing oversight mechanisms across the public sector.

This move reflects a broader governmental direction toward restructuring institutional frameworks as the decree assigns the General Secretariat of the Council of Ministers to assume all responsibilities previously handled by the abolished entity ensuring operational continuity while granting the Council authority to delegate these functions to one or more entities as required by national interest.

The decree also confirms the transfer of permanent employees from the former monitoring body to the Civil Service Commission in preparation for their redistribution across various government entities while fully preserving their job grades and salaries reinforcing the state’s commitment to workforce stability during structural transitions.

Regarding temporary and contracted staff the decree stipulates the termination of their services effective from the date of enforcement while maintaining compliance with all legally established procedures ensuring that implementation aligns with regulatory standards without compromising due process.
