Kuwait’s Public Authority for Manpower has introduced a strict regulation banning outdoor work during peak daytime heat, aiming to enhance occupational safety and shield workers from severe summer climate conditions across the country.

The regulation enforces a daily work ban from 11:00 AM to 4:00 PM, effective from June 1 through August 31 each year, as part of a broader framework designed to adapt to rising temperatures and ensure safer working environments.

Authorities confirmed that the regulation allows flexibility, granting the agency the power to adjust the ban timing or duration depending on environmental and climate developments, ensuring rapid response to any exceptional weather conditions.

The decision also includes additional restrictions where outdoor work must be stopped entirely during hazardous conditions such as dust storms, heavy rainfall, extreme humidity, unusually high temperatures, as well as emergencies and public health risks.

Certain critical operations may be exempted if they are technically unavoidable, provided prior approval is obtained from labor inspection authorities and full safety compliance is ensured, with officials emphasizing zero tolerance for violations.
