Bahrain is preparing to introduce a new phase of mandatory health insurance for eligible residents, with the National Health Insurance Programme scheduled for gradual implementation beginning October 31, 2026. Authorities are coordinating with private-sector representatives to ensure businesses understand the requirements before the rollout begins.
Lieutenant General Dr. Shaikh Mohammed bin Abdullah Al Khalifa, Chairman of the Supreme Council of Health, recently met with members of the Bahrain Chamber of Commerce and Industry to review the implementation plan and discuss preparations for the upcoming changes. The meeting was attended by Minister of Industry and Commerce Abdulla bin Adel Fakhro.
During the discussions, the council chairman highlighted the essential role of employers in supporting implementation. He emphasised the importance of communication between relevant authorities and private businesses to ensure that companies understand their responsibilities and can prepare for the new insurance arrangements.
Under the announced plan, implementation will take place gradually from October 31 alongside the issuance or renewal of work and residence permits for eligible categories. This approach is intended to give employers time to complete the necessary arrangements while ensuring an organised transition to the new system.
The programme introduces a mandatory basic insurance package covering primary, secondary, specialist and emergency healthcare services through approved insurance providers. Additional optional insurance packages will also be available for individuals or employers seeking broader coverage.
Minister Abdulla bin Adel Fakhro stressed the importance of considering business requirements throughout implementation. He highlighted the need for continued coordination between authorities and the private sector to support commercial stability and help businesses prepare for the upcoming administrative procedures.
The published arrangements also clarify that existing healthcare services for Bahraini citizens will remain unchanged. Domestic workers, government-sector resident employees and their dependants are excluded from this programme under the announced classifications and applicable regulations.
As implementation approaches, employers and affected residents are encouraged to follow official guidance concerning insurance documentation, permit procedures and applicable requirements. Continued coordination with insurance providers and business representatives is expected to help clarify practical arrangements during the initial rollout.
