The Ministry of Communications in Kuwait has announced its annual plan for tenders, practices and direct contracting procedures scheduled for the 2026/2027 fiscal year. The announcement forms part of the ministry’s regulatory framework for organizing government procurement and contracting activities in accordance with Kuwait’s public tender legislation and its executive regulations.

According to the ministry, the plan is based on Article 33 of Law No. 49 of 2016 concerning public tenders and its executive regulations. It covers tenders, practices and direct contracts whose individual value exceeds KD 75,000. The announcement provides a framework for the expected procurement activities to be presented during the new fiscal year.

The plan is particularly relevant to companies and entities interested in government contracting opportunities in Kuwait. Publishing the expected contracting activities in advance gives interested parties an opportunity to follow upcoming projects and prepare for participation in accordance with the applicable procedures and requirements.

The Ministry of Communications also noted that, in certain cases, it may request the Central Agency for Public Tenders to add or exempt specific activities from tenders, practices or direct contracting procedures when sufficient justifications and reasons exist. This means that the method of procurement may be subject to adjustment depending on the circumstances of individual projects.

The announcement therefore represents an important organizational step for the ministry’s contracting activities during fiscal year 2026/2027. It also provides greater visibility into the government procurement framework applicable to projects exceeding KD 75,000, while maintaining the legal and procedural requirements governing public contracting in Kuwait.
