New UAE traffic law introduces exemptions for military drivers, foreign vehicle operators, and temporary license holders, enhancing safety and compliance.
Issuing a driving license in the United Arab Emirates is a crucial process prioritized by lawmakers when drafting the new traffic law. This law aims to eliminate any ambiguity that could endanger vehicle owners. Moreover, the procedures for obtaining a license are designed to ensure the safety of both drivers and pedestrians through organized and precise regulations for those exempted, as well as those permitted to drive without a prior license.
The new traffic law came into effect on March 29, 2025, receiving positive feedback from users due to its updates that align with technological advancements in road security and safety.
Special Exemption for Military Vehicles
The law provides exceptions for military and security vehicle drivers, recognizing the unique nature of their work, which subjects them to specific oversight. Consequently, military and law enforcement personnel are exempt from obtaining a driving license for operating military vehicles; however, they are required to carry valid documentation from their respective authorities.
Exemption for Foreign-registered Vehicle Drivers
The legislation also exempts drivers of vehicles registered in foreign countries from certain registration and licensing requirements, provided they possess valid driving licenses issued by competent authorities in their home country or international driving licenses that are accepted in the UAE. It is essential that these licenses allow them to operate such vehicles while residing in the UAE, whether for transit or visiting purposes.
Holders of Temporary International or Foreign Licenses
Furthermore, the new traffic law permits holders of valid temporary international or foreign driving licenses, who are authorized to stay in the UAE for non-residential purposes, to drive without needing to obtain a local license, according to the specified regulations within this law and its executive guidelines.
Renewal Procedures for Driving Licenses in the UAE
The new traffic law states that a driving license can be issued if:
1. The individual has attained the age of 17.
2. They successfully complete the required medical examination by the licensing authority or provide an approved report as stipulated by the law’s executive regulations.
3. They pass the driving test satisfactorily in accordance with the new traffic law guidelines.
Regarding renewals, the executive regulations define the types of driving licenses, their durations, applicable conditions, age categories, and necessary procedures for renewal.
The new law has also tightened penalties for speeding violations, which now include a minimum three-month jail term and fines starting from 10,000 AED for anyone caught driving outside designated areas on roads where the speed limit is 80 kilometers per hour or more.
Driving Without a License in the UAE – Penalties
The new traffic law enforces strict penalties against driving without a license. Offenders may face up to three months in jail, fines ranging from 10,000 AED, or either punishment for operating a vehicle during a license suspension ordered by a court or licensing authority. Additionally, penalties include fines from 2,000 AED to 10,000 AED for driving with a foreign license not recognized in the country. For driving without a license or with an inappropriate license type, violators may be subject to up to three months in prison and fines between 5,000 AED and 50,000 AED. Recidivists face even harsher penalties, with imprisonment for at least three months and fines ranging from 20,000 AED to 100,000 AED.
License Cancellation or Renewal Procedures
The new traffic law grants the licensing authority the right to suspend, cancel, or refuse to renew any driving license or permit if it is found that the holder lacks the capacity or medical fitness to operate licensed vehicles. Furthermore, the traffic enforcement authorities, in coordination with the licensing body, may suspend any driving license based on security or road safety considerations.
The executive regulations outline detailed procedures and guidelines for the suspension or cancellation of driving licenses, as well as the reassessment and rehabilitation of drivers. The law also states that no individual may drive a vehicle without possessing a valid license that permits operation of the specific vehicle type being driven. Drivers are required to carry their license while operating a vehicle, and traffic enforcement authorities have the right to request it for inspection.
