Saudi Arabia recorded notable progress in homeownership during 2025, with the national ownership rate reaching 66.24%. The figure surpassed the annual target of 65% and moved closer to the Saudi Vision 2030 goal of achieving a 70% homeownership rate.
Around 107,000 housing units and developed plots were made available during the year, giving citizens more options when considering homeownership and supporting the continued expansion of the Kingdom’s residential market.
Demand indicators from Cityscape Global 2025 also highlighted strong buyer interest. About 62% of visitors were actively looking for a home, while 42% of buyers considered properties priced between $300,000 and $2.6 million, creating a broad pool of potential customers for real estate developers.
The implementation regulations for the Non-Saudi Ownership of Real Estate Law are also expected to strengthen market opportunities. The regulations clarify how non-Saudi individuals, companies and entities can own real estate and related rights in the Kingdom, providing international buyers with clearer requirements and procedures.
