A key UAE eInvoicing deadline is approaching for entities subject to the first phase of mandatory implementation. The Ministry of Finance has set October 30, 2026 as the deadline for entities with annual revenue of AED 50 million or more to appoint an Accredited Service Provider. Mandatory implementation for this category remains scheduled to begin on January 1, 2027, despite the earlier extension of the service-provider appointment deadline.
Businesses covered by the first phase need to select an Accredited Service Provider and complete the necessary onboarding and technical integration requirements. The Ministry explained that businesses can choose an accredited provider, complete the relevant registration procedures through the EmaraTax platform and fulfil the technical connection and integration requirements with their selected provider before exchanging electronic invoices through the approved system.
The UAE’s definition of an electronic invoice is also important for businesses preparing for the transition. According to the Ministry of Finance, an eInvoice is structured invoice data that is issued and exchanged electronically between a supplier and a buyer and reported electronically to the Federal Tax Authority. PDF files, Word documents, images, scanned copies and invoices sent by email are not considered eInvoices under the official framework because they are unstructured formats.
The Ministry previously extended the deadline for appointing an Accredited Service Provider from July 31 to October 30, 2026 after assessing market readiness and considering business-sector feedback on the need for broader technology options and more competitive pricing. However, the mandatory implementation date for the first group was not postponed, leaving January 1, 2027 as the scheduled start date for entities in the AED 50 million-and-above revenue category.
Under the amended official timetable, entities with annual revenue of at least AED 50 million must appoint an Accredited Service Provider by October 30, 2026 and implement the Electronic Invoicing System from January 1, 2027. Entities below the AED 50 million threshold follow a later implementation timetable, while government entities have separate deadlines under the UAE’s phased national eInvoicing rollout.
