The UAE announces the provision of job opportunities in the private sector
The extent of interaction between private sector institutions and employers with the national program for the recruitment and qualification of Emirati cadres in the private sector (Nafs) was the subject of a survey that was carried out by press sources over the course of the past nine months, specifically the time period beginning at the beginning of this year and ending at the end of the third quarter.
As a result of the findings, the turnout rates of businesses who had fifty skilled people or more, working in a variety of disciplines, on the government employment platform known as "Nafs" as "partners of the platform" increased significantly.
According to the statistics, the number of employers registered on the employment platform reached 18,670 institutions and establishments as of yesterday. These establishments offer thousands of job and training opportunities for Emirati cadres in various sectors of work. Among these establishments are 5,188 establishments that joined the platform to offer job and training opportunities to citizens since the beginning of this year. This represents an increase of approximately 38.4% in comparison to the number of establishments that joined "Nafs" until the end of December of the previous year, which was estimated to be 13,508 establishments.
Emiratisation goals of private sector institutions
The mechanism for achieving the Emiratization targets requires the private sector establishments that are covered by the resolution to achieve the Emiratization targets of 1% of their total skilled labor every six months, with a total of 2% per year, while collecting fines and contributions from companies that are not committed to the Emiratization process twice a year, the first time being in July and the second time being in January.
There are a large number of international and national multi-branch companies and a variety of activities that are included on the list of "Nafis partners." These companies specialize in 33 different industrial, economic, and commercial sectors. Among these sectors are 19 sectors that have joined "Nafis" since the launch of the initiative in September 2021. These sectors include education, activities related to accommodations and catering, finance and insurance, construction, sewage and waste management, mining and quarrying, agriculture, forestry and fishing, human health and social work activities, information and communications, supply of electricity, gas, steam, and air conditioning, arts, recreation and recreation, other service activities, Public Administration and Defense, real estate market activities, manufacturing, wholesale and retail trade, transportation and storage
According to the Cabinet's decision on the expansion of companies covered by Emiratization targets, which employ 20-49 workers, the list of partners also included 14 specific economic activities, including information and communications, which joined the initiative at the beginning of this year. These activities include: activities related to finance and insurance; activities related to real estate; activities related to professional, scientific, and technical activities; activities related to administrative and support services; education; activities related to human health; activities related to social work; activities related to arts and entertainment; mining and quarrying; manufacturing industries; construction; wholesale and retail trade; transportation and storage; activities related to transportation and storage; activities related to accommodation and hospitality services; and activities related to tourism and hospitality services.
In guidance messages that were broadcast on its official pages on social media platforms, the Ministry of Human Resources and Emiratization confirmed that the response of the majority of private sector establishments to achieve Emiratization targets during the final stage contributed to the achievement of a historic and unprecedented increase in the number of citizens enrolled in jobs in this sector. This increase exceeded 113 thousand citizens until the end of July of last year. This increase includes more than 81 thousand citizens who joined the private sector since the launch of "Nafis" and are still employed.
The ministry has stated that it offers three privileges to private companies that are committed to achieving Emiratization targets (two percent of skilled jobs per year). The first of these privileges is "priority awarding tenders in the government procurement system." The second privilege is "membership of the club of Emiratization partners in the ministry." The third privilege is "obtaining the benefits of a competitive program for companies and individuals."
When it comes to the government procurement system, companies that are dedicated to achieving Emiratization targets are given priority when it comes to awarding tenders. This is one of the areas of support and motivation that they deserve, which contributes to the strengthening of their businesses and helps them to increase their participation and active contribution to supporting the success of government and national trends in a variety of sectors.
According to the ministry, individuals who are members of the Emiratization Partners Club are eligible for discounts of up to 80 percent on the transaction fees charged by the ministry. Additionally, the "Nafis" program provides businesses and individuals with a variety of advantages, such as financial assistance and the provision of a pool of qualified Emirati competencies to work in the private sector. Additionally, the "subscription" program offers support from the government in the form of contributions to pension funds, in addition to other advantages.
4000 teachers who are citizens
The Ministry of Human Resources and Emiratization has confirmed that the "Teachers" program, which was launched in collaboration with the Ministry of Education and the UAE cadres Competitiveness Council "Nafs" to develop the cadres of the education sector, has the objective of employing 1,000 citizens annually to work in the private educational sector beginning this year, with the goal of reaching 4,000 citizens by the year 2027. Administrative, school, and educational professions (including teachers of Arabic language, Islamic education, sociology, and national education), as well as kindergarten and primary teachers, special education needs, educational guidance and guidance specialists, and educational leadership professions are all included in the program's implementation, as stated by the ministry. The program is also implemented in four stages.
Supervisory system
Through the monitoring and inspection system, the Ministry of Human Resources and Emiratization continues to monitor and follow up on the compliance of private sector establishments and companies that are covered by the Emiratization targets. The goal of this monitoring and inspection system is to improve compliance with Emiratization policies and decisions, as well as to identify any negative practices, such as sham Emiratization and attempts to circumvent Emiratization decisions.
The ministry emphasizes that legal procedures will be applied with vigor against any facility that is found to have committed such violations. Additionally, the ministry will provide all the necessary elements to enhance the private sector's role as a partner in the Emiratization process and to increase the contribution of Emirati cadres to the country's economic development and global leadership.
