The Dubai Naturalization and Residency Court issues rulings against 21 defendants of various nationalities

‏In a landmark legal victory, Dubai’s Public Prosecution for Nationality and Residency Affairs has obtained a conviction verdict involving fines totaling AED 25.21 million against 21 individuals of various nationalities. The case is regarded as one of the largest involving the illegal misuse of residency visas and the operation of fake companies without resolving employees’ legal status.

Senior Chief Prosecutor and Head of the Nationality and Residency Prosecution, Dr. Ali Humaid bin Khatem, confirmed that the investigation commenced after the General Directorate of Residency and Foreigners Affairs in Dubai identified and monitored the companies involved. Field inspections revealed that these entities did not exist in practice and were merely a cover for obtaining visas in violation of UAE residency regulations.

Following the arrest of the accused, the Public Prosecution swiftly launched a thorough investigation, gathered conclusive evidence, and referred the case to the competent court, which ultimately issued a conviction.

The investigation encompassed 33 commercial entities and uncovered the unlawful issuance and use of 385 residency visas. Most of the businesses were found to be registered under fake addresses, indicating premeditated intent to exploit the system for illicit gain.

Dr. bin Khatem emphasized that the Public Prosecution remains committed to working closely with partners to combat any breaches of UAE laws governing the entry and residency of foreigners, as well as labor regulations — to safeguard social stability and protect the integrity of the labor market.
