Ruler Issues Human Resources Law for Sharjah

Sheikh Dr. Sultan bin Muhammad Al Qasimi of Sharjah has issued a new human resources law emphasizing the employment prioritization of Emiratis and their children in government roles, including structured guidelines for various aspects of employment and administrative oversight.
The Ruler of Sharjah, His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, a member of the UAE's Supreme Council, has issued a new decree on Monday concerning human resources in the emirate. This decree prioritizes the employment of Emirati citizens and their children in governmental positions.
Article 5: Employment Priorities
The decree stipulates that priority for employment in government sectors will be given to Emirati citizens and children of Emirati mothers. Non-citizens may also be employed under contract as organized by the regulations.
Article 6: Appointment Authority and Conditions
1. The authorities for appointments in government roles are as follows:
- Chairperson and Director General by an Amiri decree.
- Head of a government entity by a council decision.
- Other positions from second to special grades are appointed based on recommendations from the relevant government entity and the approval of the department, with a decision by the chairperson or director.
2. Except as outlined in point 1, appointments require a decision from the chairperson or director after submission to ensure compliance with appointment conditions and receiving preliminary approval.
Article 7 to Article 50: Organizational Regulations
The decree further outlines specific articles regarding the conditions and regulations for appointments, training, performance evaluation, and disciplinary measures. It includes provisions for employment systems, entitlements like bonuses and allowances, and conditions for employment cessation. Furthermore, it establishes several committees, including those for human resources, medical governance, and emergency management, which will oversee and ensure compliance with the human resources policies.
One key component outlined is the emphasis on regular performance evaluations with structured systems for raising and resolving grievances. It establishes the legal framework for governmental committees to oversee adherence to these policies and assures rational and fair treatment of employees.
This decree replaces the previous Law No. 6 of 2015, continuing until subsequent regulations and systems are developed to complement this new framework.
