His Highness Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE, passed Law No. (14) governing the Supreme Legislation Committee in Dubai. This new law defines the goals, obligations, and operational structure of the Supreme Legislation Committee as well as those of its General Secretariat.
The statute defines basic guidelines controlling the Committee's activities as well as the responsibilities of several government agencies regarding it. It also contains particular clauses outlining the guidelines, policies, and practices for the Committee's operations, therefore guaranteeing that all actions take place under a controlled environment.
This law mandates that the Supreme Legislation Committee and its General Secretariat run under well defined, precisely defined set of rules. Establishing these rules by the Committee Chairman will help to ensure compliance with local and federal laws, international agreements, and legal interpretations, thereby guiding the Committee's obligations. In line with this law, Decision No. (3) of 2024 has been issued by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Prime Minister and Minister of Finance of the UAE, This ruling approves the policies for the Supreme Legislation Committee, therefore defining the proper way of running its affairs.
These just adopted rules stress important goals including simplifying legislative issuing and review procedures. The objective is to establish transparent and effective processes compliant with the emirate's strategic plan. Previously guiding the Supreme Committee for Legislation in Dubai, Law No. (14) of 2024 superseded Decree No. (23) of 2014 and Executive Council Resolution No. (12). The new law simplifies the legal system guiding the Committee's activities by nullifying any contradicting laws. But Resolution No. (110) of 2023 will be in force until the Committee is formally reestablished by a Dubai Ruler decree.
All currently in effect decisions, rules, and policies developed under Decree No. (23) of 2014 and Executive Council Resolution No. (12) of 2014 shall remain so as part of this change. This will be the case until they contradict the new law, therefore guaranteeing continuity in government until fresh rules are passed.
