India has announced significant changes to passport application protocols, with new regulations slated to come into effect on September 1, 2025. This development was highlighted in an official statement by the Indian Consulate in Dubai.
Indian expatriates residing in the UAE will be required to adhere to stringent International Civil Aviation Organisation (ICAO) standards regarding passport photographs. The ICAO sets global guidelines aimed at ensuring uniformity and security in travel documents.
Passport Application Guidelines for Indian Expats
The Consulate's announcement aligns with directives issued by India's Ministry of External Affairs and emphasizes the importance of compliance with updated photographic criteria.
Announced on August 25, these changes focus specifically on photograph quality and precision. Enforcement will begin on September 1, 2025.
Revised Passport Photo Specifications
According to the Consulate General of India in Dubai, applicants must follow comprehensive ICAO photo guidelines:
- A close-up showing the head and top of shoulders, occupying 80-85% of the photo area.
- The photo should be colored with dimensions set at 630×810 pixels.
- Digital alterations are prohibited; photos must remain untouched by software edits.
- The background must be white, ensuring clarity.
Additional requirements include:
- Direct gaze towards the camera lens without obstruction or deflection.
- Naturally represented skin tones under appropriate lighting conditions without shadows or flash glare.
- The applicant's eyes should be open, clearly visible, devoid of any hair interference or red eye effects.
- Mouth closed with a neutral expression; photos should avoid blurring.
- A full face view from hairline to chin is mandatory; tilting is not permissible.
- No shadows should mar facial features or background.
- Spectacles should be removed to prevent reflection issues.
- Headgear is allowed solely for religious purposes but must expose facial features from chin to forehead fully.
