The Dubai Maritime Authority has introduced a new licensing service for visiting boat owners. This initiative enables individuals from recognized IMO member states to acquire local licenses for operating pleasure marine vessels in Dubai waters.

The Dubai Maritime Authority (DMA), under the umbrella of the Ports, Customs and Free Zone Corporation (PCFC), has unveiled a new service aimed at facilitating visiting boat owners. This initiative allows visitors to obtain licenses to operate pleasure marine vessels within the emirate.

Visitors possessing licenses from International Maritime Organization (IMO) member states, which include countries from the Gulf Cooperation Council (GCC), Europe, the United States, and other internationally recognized regions, can now avail themselves of this service.

As part of this initiative, the DMA also launched an updated manual outlining crew licensing regulations in Dubai, anchored in Administrative Resolution No. 5 of 2024. This comprehensive manual details conditions essential for obtaining licenses necessary to operate and work onboard marine vessels.

Promoting a Dynamic Maritime Environment

"We are committed to fostering a flexible maritime environment that aligns with international visitors' aspirations," stated Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority. He emphasized that the updated manual is a testament to strengthening maritime safety and ensuring crews meet efficiency standards consistent with both local legislation and international best practices.

The manual meticulously outlines professional qualifications requirements alongside medical and technical standards while detailing application processes, examinations, renewals, and amendments. It also introduces mechanisms for mutual recognition of licenses issued by accredited maritime authorities worldwide.

Streamlined Process for Qualified Applicants

The DMA recognizes all international maritime licenses issued by IMO member states provided they adhere to established standards. Qualified foreign license holders can apply electronically through a streamlined process that verifies authenticity and compliance with local requirements. Applicants need to submit their national license copy for verification before obtaining their local license.
