In a strategic move to enhance marine tourism and elevate the experience for international visitors, the Dubai Maritime Authority (DMA), part of the Ports, Customs, and Free Zone Corporation (PCFC), has unveiled a new service for licensing pleasure marine vessels aimed at foreign tourists.

This initiative enables maritime license holders from countries aligned with the International Maritime Organization (IMO)-including those from the GCC region, the United States, Europe, and other globally recognized authorities-to apply for a Dubai-issued permit to operate recreational boats within the emirate.

New Manual Standardizes Crew Licensing

Simultaneously with this licensing service rollout, the DMA introduced an updated comprehensive manual governing the licensing of marine vessel crew members in Dubai.

Issued under Administrative Resolution No. (5) of 2024, it defines eligibility requirements such as professional qualifications, medical standards, technical skills, and necessary practical experience.

The manual also clarifies application processes along with examination and renewal procedures available via DMA’s digital platforms. Notably, it outlines guidelines for mutual recognition of international licenses facilitating easier conversion for eligible individuals.

“We aim to provide a flexible maritime environment that meets international aspirations,” stated Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority.

“Our objective is to ensure exceptional marine experiences while upholding safety and operational standards aligned with best international practices.”

Efficient Electronic Licensing System

This effort allows qualified global boaters to obtain local marine vessel licenses by submitting their existing national credentials through a streamlined digital verification system.

This involves verifying compliance with DMA standards before issuing a Dubai-specific permit if eligible.

The authority emphasizes recognizing licenses issued by IMO member nations provided they meet operational and safety criteria set by DMA.

This approach significantly reduces bureaucratic barriers for tourists and boating enthusiasts eager to explore Dubai's waters.
