His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, in his capacity as Chairman of the Dubai Judicial Council, issued Decision No (2) of 2026 granting selected Dubai government officials judicial authority as part of a strategic initiative to strengthen community partnership and advance smart oversight systems aimed at preserving Dubai’s urban landscape and elevating its global status in sustainability and quality of life.
The decision reflects Dubai’s ongoing efforts to develop an integrated monitoring system leveraging advanced digital technologies and smart applications to empower government officials in identifying and addressing negative practices affecting the urban environment while enhancing transparency and compliance with existing regulations thereby contributing to a more advanced and sustainable urban ecosystem aligned with Dubai’s visionary goals.
Under this decision, Dubai Municipality will activate the role of officials granted judicial authority through the smart application “Eltizam” which allows designated officials alongside community members to monitor and document practices affecting the city’s urban scene in a structured and transparent manner supported by modern technological tools that facilitate accurate reporting and accountability.
Marwan Ahmed Bin Ghalita, Director General of Dubai Municipality, emphasized that adopting the list of officials with judicial authority represents a strategic milestone in developing Dubai’s smart oversight system based on collaboration and shared responsibility among all residents and highlighted that the decision deepens community engagement enabling residents to actively contribute to reducing negative practices via the “Eltizam” application while reinforcing positive compliance with regulations.
