In a significant move to support investors, Abu Dhabi has announced a waiver of penalties for businesses holding long-expired economic licenses.
This comes as part of a new initiative launched by the Abu Dhabi Registration and Licensing Authority (ADRA), allowing businesses with licenses expired for three years or more to renew or update their status without incurring penalties.
This measure, spearheaded by the Abu Dhabi Department of Economic Development (ADDED), seeks to facilitate regularization for investors, enabling them to sidestep fines and stay active within the emirate’s rapidly expanding economy.

Waiver Details
The initiative's first phase focuses on licenses that expired before 2010. Eligible holders have until November 2025 to renew their expired licenses without facing late renewal penalties. A separate timeline will soon be announced for those whose licenses lapsed after 2010.
Under current regulations, any license not renewed for over three years is moved to an expired registry and potentially revoked. Thus, ADRA urges investors who qualify under this waiver program not to miss this compliance window.
