The UAE's new traffic law exempts five vehicle categories from registration and licensing.

The newly enacted traffic law in the United Arab Emirates, which came into force in March, outlines five specific cases in which vehicles are exempt from registration and licensing requirements.

Federal Law Decree No. (14) of 2024, pertaining to traffic regulation, emphasizes the necessity of having a vehicle registered and licensed before it can be driven on public roads. This law and its accompanying regulations took effect on March 29.

Vehicles Exempt from Registration and Licensing

According to Article 17 of this federal decree, the following vehicles are exempt from registration and licensing:

1. Vehicles belonging to the President of the UAE and the rulers of the emirates.

2. Vehicles registered with military, security, and police authorities, bearing license plates issued by these entities.

3. Vehicles owned by foreigners who are visitors, travelers, or tourists, as per the conditions set forth in the executive regulations of this law.

4. Vehicles designated for transporting people or goods, licensed in any foreign country and permitted to enter the UAE under specific conditions established by the executive regulations.

5. Any other vehicles specified by the executive regulations of this federal decree.
