Kuwait has defined the situations under which visitors can lawfully transition from a temporary visit visa to a regular resident permit, citing five particular scenarios covered by Article 16 of the resident Regulations.

These rules seek to fulfill practical demands such as family reunion, government assignments, and labor requirements while ensuring the country's immigration system remains well-regulated. 

Eligibility of Government-Related Visitors

Visitors who enter Kuwait on government visit visas-issued to people engaging with ministries, public authorities, or state institutions-can convert their status to a normal resident permit. 

To qualify, they must satisfy two requirements: 

  • Have a university degree or specialized technical competence. 
  • Get clearance from the Director General of the General Directorate of Residency Affairs. 

This method is intended for those entering for official or professional tasks who need long-term resident permits.

Transfer Options for Domestic Workers

Domestic workers and those in similar service categories can also convert their visit visas to resident permits. 

This clause adheres to existing legislation governing domestic workers, recognizing scenarios in which workers may need to relocate immediately to their dwelling to meet their working obligations.

Family and tourist visas for visiting relatives 

Visit visas given for family or tourist purposes can be changed if the traveler plans to accompany an immediate family member who is already a legal resident of Kuwait.

This approach promotes family togetherness and establishes a formal channel for dependents to convert from temporary to permanent status.

For expats with work permits who have temporarily departed Kuwait

Individuals who can also use the transfer option include: 

  • Entered Kuwait with a work visa. 
  • We were commencing the residence permit issue procedure. 
  • But had to depart the country abruptly. 
  • And stayed outside Kuwait for no more than a month. 

When they return on a visit visa, they can repeat the procedure and apply for a regular resident permit. This rule accounts for unanticipated travel disruptions while guaranteeing that papers are issued on schedule.

Exceptional approval

In addition to the four reasons stated, the Director General of the General Directorate of Residency Affairs has the ability to grant visa transfers in other unusual circumstances.
