Dubai introduced a first-time home buyer initiative, making property ownership more accessible to residents by offering properties up to AED 5 million with favorable purchase conditions, broadening access to the real estate market for genuine end-users.

The First-Time Home Buyer Program, introduced on July 2 by the Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET), is set to transform the real estate landscape. This initiative grants priority access to properties valued up to AED 5 million for both Emiratis and expatriates.

This groundbreaking initiative includes enhanced pricing options and flexible payment plans through collaborations with 13 prominent developers and five influential banks. Traditionally dominated by investors, the market is now more accessible to end-users, particularly residents looking to establish roots.

Eligibility for the First-Time Buyer Program

The initiative is open to UAE nationals and expatriates meeting the following criteria:

  • UAE residents of any nationality, aged 18 or older
  • Applicants must not currently own freehold residential property in Dubai
  • The property sought should be valued at AED 5 million or less
  • The program is limited to a single use per buyer

The Application Process

Participants must submit legal documentation before completing a purchase. According to Vishal Tinani, Corporate Lawyer & Regulatory Affairs Specialist, the registration process is user-friendly, allowing applicants to submit necessary documents via the Dubai Land Department’s digital platforms.

The AED 5 million threshold provides various property options across Dubai, including 1- to 4-bedroom apartments and townhouses in areas like Dubailand and Mirdif.

According to Tejwani, 80% mortgage eligibility is common among residents, but the challenge remains the 20% down payment. The program offers flexible options, alleviating upfront financial burdens and spreading payments more feasibly.

Available Properties and Payment Plans

Ellington Properties is one of the key developers offering dual payment plans to suit diverse financial needs. These plans ensure buyers can confidently navigate their home-buying journey with understanding and support, optimizing their investment choices.

Prominent developers such as Emaar, Nakheel, and DAMAC are also involved, offering quality options and architectural diversity. Participant banks, including Dubai Islamic Bank and Emirates NBD, provide attractive mortgage terms, further easing the financial load on buyers.
