During ADIPEC 2025's Business Partnership Forum, ADNOC announced significant advancements including awarding $14.7bn in contracts to bolster local suppliers while setting ambitious targets with a $24.5bn investment plan for domestic manufacturing by 2030.

The Abu Dhabi National Oil Company (ADNOC) has awarded contracts worth AED54 billion ($14.7 billion) to suppliers based in the UAE during the latter half of 2025, further cementing its role as a cornerstone of national economic growth and industrial advancement.

This significant announcement was made at the ninth Business Partnership Forum held alongside ADIPEC 2025. During this event, ADNOC also unveiled new procurement opportunities planned for 2026-2027 under the theme "From Outlook to Outcome – Partnering for National Growth."

The scope of these contracts encompasses strategic services, drilling operations, maintenance work, logistics solutions, digital technologies, and major projects across various segments of ADNOC. This initiative reflects ADNOC’s dedication to enhancing supply chain efficiency, boosting local market competitiveness, and fostering sustainable economic development throughout the UAE.

$24.5 Billion Local Manufacturing Target by 2030

Aiming high with its long-term In-Country Value (ICV) programme, ADNOC plans to locally manufacture products valued at AED90 billion ($24.5 billion) by 2030 within its procurement pipeline.

Since its inception in 2018, the ICV programme has reinvested AED242 billion ($65.9 billion) into the UAE economy while facilitating the employment of 18,500 Emiratis in the private sector. Looking ahead, ADNOC intends to channel another AED200 billion ($54.5 billion) into the national economy over the next five years.

Omar Abdulla Alnuiami, Acting Director of Group Commercial and In-Country Value Directorate at ADNOC stated: “ADNOC is propelling industrial growth and economic diversification within the UAE while offering our partners improved insights into our procurement strategies.”

He added: “Our focus on leveraging demand from procurement opportunities aims to invigorate our local economy, fortify supply chain resilience, and transition from import reliance towards domestic manufacturing.”

Technology Agreements

Pivotal framework agreements were signed concurrently with Emerson Process Management Distribution Limited among others for manufacturing integrated control systems within the country – a deal collectively valued at AED2.6 billion ($708.5 million).

Diverse projects backed by both UAE-based and international companies announced their intentions through final investment decisions (FIDs), marking moves toward establishing twelve new manufacturing units facilitated by ADNOC's ongoing initiatives across key locations such as Abu Dhabi and Ras Al Khaimah.
